About National Highways
National Highways manages and improves 4,500 miles of England’s motorways and roads. They also ensure roads work in harmony with communities and the environment.
Background
Noise pollution from roads is a big problem. For those living close-by there can be serious health implications as well the environmental impact.
The challenge
To reduce noise levels, the government funds the Noise Insulation Scheme (NIS). The NIS provides acoustic glazing and ventilation to qualifying properties. Homes are assessed before new glazing and ventilation is considered.
How we helped
A £39m fund was granted to the ‘Highways England Noise Insulation Scheme’. We supported the main contractor Evander with national home assessments including:
Energy Performance Certificates – This helped understand the environmental impact of measures on each property.
Gas Safe inspections – Inspections ensured improving property air tightness would not negatively impact appliance performance or manufacturers instructions.
HETAS assessments – Assessments ensured solid fuel burning appliances would not be negatively affected by increased air tightness. It also ensured they were in a safe working condition before any work started.
Installations and Replacements – Defective appliances were removed and replaced with a like for like under the contract.
Electrical Safety inspections – Our Inspections ensured sufficient earthing within the property before alterations were considered.

Results
Over 1,000 homes had noise reduction measures, improving the health and well-being of 2,300 people. The work was recognised by the Noise Abatement Society for contributing to reducing traffic noise.
